Wanna learn how to get the above image effect? Here's the step-by-step tutorial.

First of all, you gotta have a Jasc Paint Shop Pro 8 programme. I don't know whether this works on other version of Jasc Paint but you can give it a try though.

Step 1:
Open the image that you wanna work on. Let's call it Original image.

Step 2:
Go to Layers --> Duplicate
If you see the layer palette on your right, you'll see there's a copy of the Original image.

Step 3:
On the layer palette, make sure the top one which is the Copy of Original image is highlighted.
Go to Adjust ---> Blur ---> Motion Blur ---> Angle (270) , Strength (50) ---> OK

If you get a very blur image, then you are at the right path.

Step 4:
Still working on the Copy of the image, on the layer palette, set the blend mode to screen.

Last step:
Go to Layers ---> Merge ---> Merge all (Flatten)

Save your image and you are done! :)
